U.S. Secretary of State Marco Rubio has met with the leader of the United Arab Emirates, wrapping up an overseas trip that saw the highest-level outreach between the United States and Russia since Moscow launched its full-scale invasion of Ukraine in 2022.

A possible meeting between U.S. President Donald Trump and Russian President Vladimir Putin "will largely depend on whether we can make any progress on ending the war in Ukraine," U.S. Secretary of State Marco Rubio said on Thursday.

President Donald Trump suggested Ukraine was to blame for Russia's invasion and argued Kyiv could have stopped the war with negotiation, during a press conference in Mar-a-Lago on Feb. 18.
