Fran Lee, a preternaturally outspoken consumer advocate whose ardent campaign against dog waste helped bring about New York City's pooper-scooper law in 1978, died on Feb. 13 at her home in Jerusalem.

Part actress, part consumer advocate, part buzz saw and all yenta, Fran Lee was the person most responsible in 1978 for the pooper-scooper law. At the time, no one had ever heard of such a thing.
