Is this a park you can bring in food and have a picnic?

Perfect place for that. They have a little souvenir that ever serves hotdogs and snacks too, but you can also bring your own.

I don't recall any signs excluding dogs. There are lots of steps as stated in other answers and no one to control access or prevent dogs.
